During the four decades of prohibition of activities in peninsular Vasconia, another two such Congresses were held in Bayonne and Biarritz. Some of these dimensions are still considered emergent. As from these as dimensions, the idea is to reflect in order to widen and specify both the notion of progress and its practice in the Basque Country.
