This is an essential space for developing people and their skills, which must be looked after and respected as common property. In the Public aspect human potentiality and interdependence come together although this seems to be appreciated as an autonomous entity. It offers different degrees of constancy regarding negotiating its uses and meanings. Its versatility means it can be renegotiated to look after needs, requirements linked to rights and social obligations as well as emerging needs.
The integrity of their care. By putting people within the responsibility on a public sphere, specification of the pubic aspect is established which can be found in a space based on a context with different dimensions: physical, interactive, symbolic and emotional are used to build reality as well as its interpretations and meanings expressed in social relations marked out by time boundaries. This thereby dismantles the rigid separation between a concept of dominant space and the space which competes for citizen responsibility. Public property corresponds to the different areas including education, health, governing, culture, leisure and mobility.
The value of shared responsibility. It is therefore so important to raise awareness among people, in their individual and collective double identity, so that social forces generated by and from citizen participation are recognised as civic property. Appropriate management of the public aspect reinforces the flexibility of the collective identity to assure genuine and lasting progress in Basque society.
